12 days in Rarotonga

I've booked a trip to Rarotonga in the next month for 12 days and am interested in any suggestions to make a rough timetable of activities and places to see on a backpacker's budget. Would love to go to Aitutaki but the flights are out of my price range. Would like to hear about other good swimming and snorkeling spots.
