Affordable Accommodation - Festival of Pacific Arts 2016

Unfortunately, the usual guide books to Micronesia havn't been updated for a while. So we are looking for recommendations of an a accomodation in the Thorn Tree Forum. We want to stay about 2 weeks in Guam to watch the Festival of Pacific Arts.

How is the public transport working? Is it essential to rent a car to get around like almost everywhere in the US?
