Phone Calls from Guam?

My boyfriend is moving to Guam for two months. We want to be able to talk easily. I plan to call his cell phone using pingo. We plan to video chat using face time on my i-phone and his laptop.

What is the best cell phone option for him? Can he just take an American cell phone over there and make local calls to my U.S. number? Will I be able to call him on his U.S. number?

Should he buy a cheap cell phone in Guam? Do they have sim cards like in Europe? Should he order an international cell phone before he leaves and just by a sim card in Guam when he gets there?
