Transit through Guam for Vietnamese Citizen without USA Entry Visa

Hello,

There is nothing I can find specific to this topic. I live in the Marshall Islands and would like to bring my girlfriend here who is a Vietnamese citizen. That said, I have yet to determine if a Vietnamese citizen can transit through Guam...

Does anyone know if she can fly from Manila-Guam, and transfer to the Guam-Kwajalein flight without first having to go through the massive hurdle of obtaining a US transit visa?
