You can have hotels and restaurants call cheap taxis for you on Pohnpei, but I think it’s best to just explore as you’d like with your own car. For Nan Madol, it’s a little more interesting to go by boat, but you can approach on land. It’s better to have a local guide you, but you can go on your own if you would like.

I sent a message, but also wanted to reply here in case others have the same question: Your hotel can likely put you in touch with someone to take you out to the reef for snorkeling. Manta Road is a great spot! Pohnpei surf club (located at Mangrove Bay) can help you book snorkeling, too. For Nan Madol, follow the sign off the main road. You’ll park at the land owner’s home. You will probably be greeted by someone there who will collect around $3-5 per person, and if you ask they will show you the way in. Kepirohi waterfall and Ponape petroglyphs are things you can do along the way. At each, you’ll pay $2-3 per person. You can pay for the waterfall at the snack stand at the entrance, and walk in on your own. Note I was there a few weeks ago, and part of the walkway was under construction, but we were able to scramble around to get all the way in. For the petroglyphs, you’ll be greeted by someone at the home. Turn off where you see the sign, park, and walk down to where you see a trail on the left. Depending on how old your kids are, there are ample hiking opportunities. Reach out to Pohnpei Eco-Adventure for advice on which to do, and finding a guide.
