Road Rules for Travelling with an infant

Can anyone tell me what the road laws are in New Caledonia re Travelling with an Infant. Do they need to be restained in the vehicle? We are planning on travelling in April and want to know if we need to bring a car seat. We plan to use public transport if possible so carting the seat around with us would be difficuilt. Any help with this matter would be greatly appreciated.
