Where could I complain about Air Caledonie

With many years of travel and all possible issues with airlines looks like my recent experience with Air Caledonie takes the cake. They basically sold the flight tickets, cancelled flights, haven't told about it, and when we've got to the ferry terminal (so we could get to our destination somehow), we find out they had some tickets set aside for unlucky people like us.
Now so far they refuse any kind of refund because they claim "we made it to our destination" without acknowledging the ferry ticket is a fraction of a price of a flight, and how we lost lots of time and paid for a transportation to ferry terminal. In their responses they cite Warsaw convention of the wrong year, some email from me dating 6 months before I knew about their existence etc. and come overall as very unprofessional.

I also went to their office, and they could only take our statement again. Very polite guy said they have many complains about their cancelled flights, so he couldn't tell us when our case would be addressed.

I'm still demanding answers from Air Caledonie about it, I have also asked New Caledonia tourism about where I could complain. They asked for the details, and I have no response from them as well.

Could you guys please advise, is there any organisation/government body overseeing air traffic operations or where I could report a potentially fraudulent activities (I'm not in the country).
