flight prices to Niue

I take it Polynesian Airlines no longer fly from Apia to Niue.

How much should a return flight from Auckland cost? airnewzealand.co.nz quotes NZ$1100, which is too much. Can I get a flight for less than that?

The cheapest fare I've found is NZ$662 + taxes, approx. NZ$700 in total.
The NZ$331 (+tax) one-way fare is the cheapest "normal" fare available every week (unless those tickets are sold out), but sometimes thay have special short-term offers for about NZ$200 one-way.

Unfortunately there really is that one flight per week only going to Niue at all. The next one (26th Sept) is booked out - if you would leave today you would get it for NZD833 though. The next available flight is 03 Oct then and there is indeed only the highest booking class left for sale which brings the return fare to NZD1,100.

From 10 Oct on things are back to the usual lowest fare which is NZD704 altogether (return, incl. taxes). So if you can delay your trip until then you might get away with that. But I do not see any way to get it cheaper anywhere else. When it is fully booked there are no alternatives.
