Palau on the cheap??

Palau is not cheap but it is worthwhile. For accommodation the two best bets are Ms Pinetrees and H K Motel(Japanese minshuku)--for a private room in the latter it was $75. USD in March 2017. For kayaking through the inner islands you can't beat Sam's Tours--super friendly and efficient. You will also get a chance to snorkel on these same trips but the snorkeling around the inner islands is not too impressive. For snorkeling closer to the big outer reef(eg Big Drop Off), Palau 7th Wonder-Dive and Tours was excellent. If you want one guy to arrange this for you instead of doing it yourself, check with James at Alii Taxi Palau(680) 778-1864. He provided me with an excellent half day land tour of the big island.

The only other tip I can give you is where I ate most of my meals...across from the H K Motel is the Umi restaurant. Japanese and Korean food at a reasonable price.
