I have not been to Palau in August but can suggest that you check out the wunderground site for historical data on past Augusts. They list Koror as being in the Caroline Islands, which used to be the old name for Palau. They have a trip planner where you can put in a 2 week period and you will get data going back quite a few years. We were there in early March and while we had rain every other day, it was mostly brief showers that didn't impact our enjoyment of the place. Hope this helps -definitely go if you can- it will be well worth it!!

The weather in Palau in July/August will be the same as the weather the rest of the year - warm (~30C) sunny, with periodic showers. It will likely rain most days or nights - but not for very long. I seem to recall last year it not actually raining much in July/Aug at all.
Pretty much anytime of year is a good time weatherwise to visit Palau - and in august there won't be many other tourists.
So go - and have fun!
