I'm a solo traveler heading to Palau for a week in Jan 2014 and I am looking for a good budget accommodation. I'm planning on doing some diving but I don't want a liveaboard and all inclusives are out of the budget.

Can anyone recommend a good place to stay that is safe and clean? and not too far from a good dive shop?

Should I book in advance or will I have a lot of options if I arrive and then try to find something?

I was there April 2012, stayed at GUEST HOUSE LODGE,,think it was $50. range,,located in Koror town,, too far to walk to dive oporations,,took cab..Went with Sams,,which is a big operation,,they move a lot of divers through,,,I did not have reservations ,,was easy to sighn up for daily dives. Sams picked me up at my hotel every morn and dropped me back off.

You might also try ANTELOPE MARINE CLUB they are down at the dive boat docks,club house loding $40 shared bathroom,,looked pretty good. I also considered LEHNS Motel in Koror town.

The two dive shops I'd recommend are Sam's Tours and Neco Marine. These two dive shops are right across from each other 2 miles away from the town center of Koror. Two budget hotels nearby these two dive shops are Comfort Suite Hotel and Apartment and West Plaza Malakal. There are a couple of good restaurants and bars in the area for some food and drinks after diving and a couple of mini markets and an internet point cafe.

However, the town center of Koror also has some cheaper options. And, almost all dive shops offer free hotel pick up and drop off. On the same note, quite a few restaurants offer free pick up and drop off too. The advantage of staying in the town center is that there are a couple of supermarkets, souvenir shops, cafe, more restaurant choices (if these are things that you think you will need to have close access to).

For January, I would recommend that you book earlier because there's a shortage of rooms on the island during high season. For diving you can book even when you arrive. However, if you book dive and hotel together as a package, you'd generally get a better deal. Normally, it's 7 nights (hotel) plus 5 days of diving.
