Zippy Internet Access in Palau

Hi - I'm hoping someone here can tell me a little bit about the quality and accessibility of internet in Palau.

I've got a rather important phone call I need to be on during the wee hours of the morning Palau time. Is there fast reliable wifi anywhere that will give skype decent call quality?

I used WiFi in Palau: Hotspots of the country's official telecom provider plus a prepaid card to gain access. It was okay for e-mail/internet, I could even download open source GPS map files (took a while), but I doubt it would have supported Skype. You might be better off relying on a good old landline phone.

It doesn't exist. The problem is unlike Guam and the Marshalls, there is no fiber optic cable that travels to Palau. Consequently, all internet access is relayed by satellite. This makes internet access slow in Koror and unbearable in the further out islands.
