Diving in Milne Bay, not Tawali

I will be travelling to PNG at the end of the year and was hoping to do some diving in Milne Bay, but Tawali is incredibly expensive. Is there any way to dive in Milne Bay without staying at Tawali? Any recommendations would be appreciated.
