Investment P.N.G. Experiences?

Thinking of a major investment in P.N.G. in the sustainable developement of Corals and Reef fish for export to the aquarium trade. Would probably employ several hundred within three years. CITES permitting etc. O.K. What experiences have any members had doing business in P.N.G.? Graft, complications from Government etc. I am used to Third World and making things work for benefit of locals (less successful with crooks) Thanx
