png visa in europe

has anyone applied for visa in brussels recently? (or london, if they issue visas to non-residents by mail).
what i'd like to know is how long does it take and what documents do they require, esp. whether you need plane tickets.
they don't seem to respond to emails, and they provide very little information by phone.

I got mine from London earlier in the yea from the High Commission in Waterloo Place.
It's cheaper than paying for one when you arrive

You need the fee - I think it's £12 - 2 passport photos, passport & I gave them an email of my flight itinerary and that was obviously fine.

Took about a week or slightly less as I recall
