PNG visa in Jakarta/Jayapura

Hello!
Did anyone tried to obtain PNG visa in Jakarta or Jayapura last time? Where is it easier to do?

On the site of their Indonesian embassy they write that they need:
- Application form
- Supplementary Health Form signed by the applicant
- 1 (one) passport size photograph
- Copy of Travel Itinerary
- Original passport
- Copy of bio passport
- Visa fee NIL

What they mean by "Travel Itinerary"? A plane ticket directly to PNG? Would it work to get a PNG visa in Jakarta without a direct flight ticket to PNG but to Jayapura and crossing border by land? It is also said, that they visas are ready in Jakarta 4 working days. Anyone tried it? And if it is not possible to obtain a visa without a ticket in Jakarta, how many days it should take in Jayapura?
