Yes - the best/most reliable surf is off the west coast of Tongatapu. I think Ha'atafu Surf camp is the best place to stay - we've stayed there 3 times. There's some surf around Vavau - but you need a boat to access it and it's really patchy. Even at Ha'atafu the swell is pretty inconsistant. You can have one or two weeks of no swell and then get a week of good surf and then have to wait a few more days for the next swell. So if you're only there for a short time you may get lucky and have some great surf or just as likely you get have no surf. If you're there for 2 or more weeks - you should get some surfing in no problems. good luck

The surf here is pretty inconsistent. Tongatapu is surrounded entirely by a shelf of very sharp igneous rock, so bring a first aid kit and be sure you know what you are doing. There are only reef breaks, and it can be quite an adventure even finding the few that are worth surfing. The easiest to find is the one mentioned above on the tip of the island.

i would confirm the first 2 replies. the surf in tonga is inconsistent even during the good season. there are few breaks that get very crowded when the surf camps fill up. you can get a few days of good surf then 1 month of either no swell or onshore or both. i'd go to indo / maldives / australia / nz before tonga for surfing. if you just wish to hang out with the locals that's fine, but there is very little party action in tonga as well.
