budget traveling in Fiji (w/ a couple of scubas)

Hi Folks,
I am going to Fiji as part of an ATW trip. My husband and I are trying to be pretty frugal with out trip but still want to experience some of the amazing, underwater beauty. Do you have any insight in budget accommodations with or near scuba operations? It would be fun to surf there too, even though we are pretty novice. I haven't had a chance to really research the area so I am not sure where we should go. We will be there for 6 days (Jan 2-8). I appreciate your words of wisdom!
