Diving & surfing Nadi- Yawasi Islands?

We'd like to do diving, surfing, snorkeling, and many culture events. What islands do you recommend? We don't like the 'all inclusive resorts' we LIKE a very reasonable price with good food and some entertainment around.
Is it right that we should stay on the West side b/c it's more dry? Or should we stay in Nadi and take day trips to visit other islands?
