Fiji with a criminal history- is it possible?

Firstly- this question isn't about me!!

Okay, so I'm flying to the USA with air pacific airlines. My travel agent has said I can do a week stop over in Fiji. I would LOVE to fly my dad from Auckland to Fiji to spend the week with us. Only problem is, he hasn't always been an upstanding citizen.

So my questions are: if he was born in nz and lives in nz, does he need a visa? Do Fiji ask about criminal history and do they care if it's for a week holiday? Has anyone travelled to Fiji with a criminal record? I really, really want to find a way for him to come with us so if anyone could please help or give me some advice, I'd really appreciate it.

Also, it's off topic but thought I'd ask while I had your attention- my dad is paralysed and his wheel chair can't go on the sand. Is Fiji fairly wheel chair accessible?
