Getting around Efate

I will be going to Vanuatu in the month of December. I will be staying only on the island on Efate. I am hoping to not spend the whole time in the capital, but travel around the island and spend a couple nights in different areas.
The problem is, I am too young to rent a car. And I am guessing scooters are less than ideal for getting around on such bad roads.
I heard buses can take you on day tours. The sort of transport I am looking for is something that will take me out to a certain place. But then I would also need a ride back to port villa later in the evening or the next day. Any ideas? I think a taxi would be too expensive but are there buses that to regularly to port villa from smaller villages?
