Leaving Country with unpaid fine

My partner and I are planning a 2 week trip to Thailand. We are Australians living in Australia. He is currently paying off through Sper (State Penalties Enforcement Registry) a fine from a few years ago. He has not missed a payment. Would he still be able to leave the country. He has $1700 left.

you have posted this on the wrong branch. You are much more likely to get a reply on the Australia and New Zealand branch - this one deals with Pacific Islands countries.
