Getting luggage during stopover?

Hi

I am planning a trip to Vanuatu next month and was looking to buy domestic flights.
However I noticed a trip from Craig Cove to Vila is costing 75 euros but a flight from CC to Santo with a stopover Vila is costing only 56 euros. Would it be possible to get off and collect my luggage in Vila?
