Means of Transportation

Hello
Given that I have only three weeks in Vanuatu and on condition that I would like to visit most main islands' attractions and even go to some remote places, I would like to know what is the best way of transportation interconnecting the different islands and allow island hopping on a tight schedule ?
How frequent are the inter-islands flights ? What about sea transportaion ? Which option is less expensive ?
What have you done yourselves concerning this matter ?

Have just come back from Vanuatu and it seems that the only option is flying if you have a short time
