Visa to Vanuatu?!

I'm from Somalia and I need a Tourism Visa to Vanuatu but I don't know where and how can I start my Application process!!? Perhaps I will be the First Somalian put his feet on Vanuatu! Pleaseany info from you would it be helpful & thankful.
